maximum amount of skill points attainable at lvl 28?

a suppose you can get carried to cruel to pick up the quest reward points there aswell, not sure on what lvl is required to enter cruel. anyone who can give me a quick answer?

33 after completing act3, if you enter cruel you can no longer participate in level 28 pvp
