Instant skills can't be cast during cyclone with 0% movement speed.

I was running a sea with map but this also happens with the rain of arrows rogue exile.
Your movement speed gets reduced to 0 during a cyclone cast and while you have 0% movement speed you can't cast instant skills like phase run, blood rage, molten shell, and warcries. I'm not sure if the cyclone ends when you reach 0% movement speed. Last bumped on Oct 16, 2018, 5:10:23 PM
