Hale Negator Recover Instant?

Hi im making a new build and im wondering if the life recover from Hale negator when losing your Spirit Charges on Savage Hit is Instnat, or does the damage happens first and Then the recover happens.

So if its instant then Hale Negator would be effectivly increasing HP right?
