Not getting map completion in Belfry

I've done it twice now thinking maybe I just messed up the first time, but I am running Rare Belfry T10 maps trying to finish off all my yellows for next sextant, but I can't ever get Belfry to finish. I will try again, but so far down 18c from buying the maps.

Is this just a bug or what?
