Jewellers not working on Shavronne's Wrappings

I turned in offering cards to get Shavs but jewellers dont seem to be working and whenever I use it, it always says "Item already has the maximum number of sockets" but only has 3 and is not corrupted.

I tried to use jewellers on others items and have worked.

is this a bug?

No. The item level determines how many sockets can roll randomly. You have a low item level item. You’ll have to use Vorici if you want to socket it higher.

When redeeming cards, use a higher level character. Some cards give item level based on the character redeeming them.
