question on tinkerskin

"(10-15)% increased Cooldown Recovery Speed for throwing Traps"

I have quite a few which go over 15% cooldown recovery ex: 27%. Both the wiki and ingame show the stat in the ranges quoted above. I checked 3.3 patch notes and didn't see anything about a tinkerskin nerf. I also don't see another cooldown recovery stat. Sometimes an item for some reason has two of the same stat, one with fixed values and another with value ranges (like the cauteriser has), but I don't see any on tinkerskin.

Lemme know if this is just me simply being blind as a bat, I don't ever play trappers so this could be just something I missed, thank you!
