About Elder and Shaper items

Okay, so I'm fairly newish to the Atlas stuff. Do forgive me if I got something wrong.
There's this 2 items, right? Elder and Shaper. Shaper items have a starry background. Elder items have a tentacley background. But... The one with tentacles on his face is the Shaper, right? Therefore, wouldn't it make more sense for the Elder items to be the ones with starry background?
