Farrul's Chase and war bringer
The Intimidating Cry from Farrul's Chase is not instantly refilling my life and mana, but it uses my war cry cool down. I'm using the warcry, because it uses my cooldown, so It should instantly refill my life and mana, from the ascend War Bringer. I don't get rage from Intimidating Cry ether, when it's triggered.

This is correct behaviour. Intimidating Cry is a Warcry skill, but you are not using it, it's being triggered. This doesn't meet the requirement for War Bringer, which only grants life and rage when you use a warcry.

Oh thank you, but why does it use my warcry cool down? Shouldn't it use the boots cool down, since I'm not "using" it.

Performs a warcry, granting the user and nearby allies increased attack speed if there are nearby enemies. The attack speed increase is proportional to the number of surrounding enemies. Taunts all nearby enemies to attack the user, and Intimidates them. Shares a cooldown with other Warcry
That's the description for intimidating cry. The "user" and allies get the buff. grants life and mana recovery whenever a warcry is used. It also grants 5 Rage when a warcry is used.
That is the Wiki description for war bringer. A warcry is "used" is the condition that must be met for war bringer to work. A warcry has cleary been "used" if I have the buff, and starts my warcry cool down Meta = cattle

Well could you make Intimidating Cry an active skill gem then. Since right now Warbringer, the Warcry ascendancy only works with 3/4 of the warcries in the game.
