How to know if EE is active with RF ?

Playing life RF

→ No added fire dmg anywhere
→ Got 11 to 24 added Cold damage to attacks on a ring

I shield charge the mob but I am never sure if it is really proc or not. How do I know?
Does it proc EVERYTIME with shield charge, with my current setup?

You could have looked that one up on the Wiki. It says the effect lasts for 5 seconds or until overwritten, which includes re-applying. Additionally, there's a visual effect to players / monsters under the influence of EE. ;)

Additionally, you have to hit with damage to proc it. Most attacks can miss so I assume shield charge can miss too.

I just hit a mob with spark, here you can see which monsters are affected by EE:



And with attacks your chance to proc EE is tied to your accuracy rating/chance to hit which is usually not very high with RF builds. Ideally you'd want Resolute Technique or an item which grant's "Hits can't be evaded." Spells are a far more reliable way because they have an inherent 100% chance to to hit.
