2 tier 9 shaper frgaments

i have 2 tier 9 fragments, 1 on vault and 1 on wastepool, aswel as 2 tier 8, on mud geyser and armory, i got some from mapping with friends that where a bit further, but his holds me back a lot in shaping maps, what is going on here

You can get multiple shaper's orbs for tier 8-10: 2 for 8, 3 for 9 and 3 for 10. See here for example.
