So, I decided to try crafting a shield between maps, item level 68. As a result, I got this:
. Now, with the explicits it rolled, as well as crafting a life roll onto it, it would have been amazing, but there is one problem:

Why the hell is it on a Plank Kite Shield? This was supposed to be an ilvl 68 item, and while the stats are reasonable (especially the elemental damage), the fact the base AR/ES, the low block%, as well as the low implicit All Resist consigns what would otherwise be a reasonable shield to the trash heap.

IT IS ITEMLEVEL68 shield.
No one told you that it would be item level 68.
Remember, suffering is convenient.
That is why many people prefer it.
Happiness requires effort.
Of course they didn't, but it's indicative of a major problem with beast crafting, and why it's generally considered to be worthless outside of rolling for uniques.

Exactly.
They should allow us to have more control over the base or make it so that you can use 2 beasts at the same time and have 2 garaunteed mods... so the odds to get a decent item would be higher.
look at the crafts this way.

you control the base, when you use alchemy orb
you control the base AND and tier of specific mod when you use essence
you only control mod, but not its tier or even the base when you use beastcrafting

beasts are (were) obnoxious to catch, require extra rare catches on top of very specific, thus rare combination of mod and beast type and you have to fight them AGAIN. compared to readily available essences (ironic considering they don't even spawn that much, but can spawn multiple ones at the same time) or even more common alchemy orbs...

...how adding these crafts in their state made ANY SENSE during all those months of development??

Do you know the difference between "itemlevel68" and "item level 68"?

Of course and that's why it's bad, this is just another carrion crow card, turns out that the amount of effort put into obtaining these things isn't worth the reward of a small chance to not get junk. It would still be bad if it was "roll the highest tier mod possible on the highest base item possible" but at least then there would be a semi realistic chance you could get something worth it.
