Ralakesh's Impatience boots doesn't give charges every second

Hello,
After last patch 3.1.2, i think, unique boots "Ralakesh's Impatience" doesn't give charges every second. Time when second and all other charges appear vary from 1 to 4 sec. Last bumped on Jan 25, 2018, 4:41:51 AM
