Surgeon master passiv mechanic

Hi! Could somebody explaim to my how master surgeon works with:

1) increased flask charge gain (from belt and tree) - lest say i crit 5 times per sec and i have 100% incereasen charge gain - do i get 10 charge?

2) how about 100increaeed charge on kill from pf?

3) how it interact with surgeon mod on flask (legacy 1 charge per crit - do i stack? Where this 1 charge from flask will go? To his flask or radnom)
