Can't enter act 4 from sceptre of god

I didn't get this bug, but some of the spanish players can't enter act 4 from the upper sceptre after they kill dominus. They are using the waypoint to get there. I didn't see a fix to this on the 3.1 patch notes, so i don't know if this was reported before.
