Massive Lag Spikes on Washington DC node

As the title says, seeing massive lag spikes on the Washington DC node. Spikes are hitting in the 1 second range (1000 ms), only occurs for about 15 to 20 seconds at a time, but it's occurring atleast once a minute (seems more like twice a minute). Started around 1:50-5 PM EST amd pm going at this time.

Hit the stickies at the top of this forum DL and run WinMTR v0.92 for 300-500 seconds while playing and post the results for us so we can see what might be going on.
