Question regarding Elemental Equilibrium

So i was looking at a few pure RF builds ( RF is the only source of damage ) and they still pick Elemental Equilibrium... Now im new to the game, so forgive me if this is stupid to ask. But out are they procing EE with only EE?

EE is from hits of cold or lightning damage. Generally from things like an orb of storm that will be dropped on rares/bosses (EE not needed for general clearing) or by having cold/lightning damage on attack on a ring/amulet so your shield charge/cyclone/melee attack of any kind will proc it. Since RF is a degen, it does not hit, and therefore doesn't trigger fire damage EE.

Advantage of using Orb of Storms is you can also have it proc EO and/or curses on hit. It's a pretty used setup.
