i want a service/items in another game. Is paying ingame currency from PoE in exchange for services/items in another game considered RMT and bannable?

If you mean, for example, trading exalted orbs in POE to someone in exchange for a Stone of Jordan in POD, then yes, this is not allowed. Items in POE can be traded only for other in-game things (in POE).
