[Fixed] Blocker - Submerged Passage Level 2 - unable to complete level due to level generation error

1. load Submerged Passage Level 2 on normal difficulty

result: tiles can be placed in such a manner that does not allow the player to proceed through the level

i was able to create a new instance that worked fine
