[feedback] move the +30 notables on the tree to outer edge positions.

Like the tittle says, currently this is only the case for the top part of the passive tree.

All other +30 notables are also directed "upwards", most likely to please the player visually. However, with jewels that can convert those notables to other stats and it being quite an efficient way to do so it is stupid that you can only achieve this with the top +30 stat notables and not with the left/right and bottom ones.

This is a design flaw that should precede the visual pleasing of the player, since it concerns balance and relative achievable power between players when it comes to stat accumulation builds.

-> either move them towards the edge of the passive tree.
-> or move them further inwards so they overlap with the inner jewel slots of the passive tree.
