Constant ping spikes for a while now.

Hello so i have this problem since legacy started, its nto always but very often, i get constant ping and stutter, i changed 2 routers, im playing with cable(trough router) , and i can't go on like this, im trying to find out the problem so i can fix it, that is why i need your help, is it the router/my internet/poe servers?
Anyhow i want to fix it until 3.0 release so i can ejnoy the game.
