Framerate lock at 60ps with drops while in Windowed Mode

This bugs happened to me from time to time with my old OS, all i had to do was reset the PC and it solved was solved.

But recently i did a fresh Win10 install and now i cant get it off whenever it happens by any means.

FPS gets look at 60 fps with HUGE frame rate drops and once i start killing stuff down to 5-10 fps.

As soon as i alt tab the game returns to normal with 200-550 fps.

If i play on full screen the game will play around 140 fps and never go down bellow 60 fps, so this only happens to me while i'm playing windowed with PoE as the main window.
