High latency all the time

Hi, I am having very high latency all the time since I came back to play after the league ended. A month or so.
I have the same latency for Washington DC and Sao Pablo. Before, the Sao Pablo server had like 42 ms and the other one 90ms which wasn't bad either. Now either of them says 190ms and while playing it rumps to 350-400 ms with constant freezes and stuttering. I play auto mode, but I think lockstep would be much worse.
Sometimes one can play through it if you re lucky and now how to predict, see the future, but fighting Atziri for example where you need to quickly react and evade spells this is impossible.
I see other people have this issues as well and I don't know sincerely if it's my internet connection sucking all the time, the servers, some performance issues with some other programs or what. I checked virus and it's ok, disabling it doesn't change anything and I ply with the lowest graphics possible even if my pc can endure better graphics. I tried all the directx options for graphics too, enabling/disabling options like vsync and all that and nothing changes.

If I can receive support on how to identify my problem and fix it if possible would be appreciated.
I don't have installed any game evolving app, I know they do the opposite.

So I'm checking some common things on this forum and AMD forums, trying to use Kill Ping. And I found something I have never seen before, in the poe directory there is the client executable, a Poe.exe and poex64.exe.
Which should I use? the x64 one since I have windows 10 64bit? will it improve performance or the opposite?
Apparently running game in x64 executable improved or maybe the kill ping thing did but while still having high latency I don't get that much spikes, stuttering or freezes.
Although the kill ping fixed it for me at some point (I now get 90ish mms which makes it playable although it should be around 30-40 max like it used to be), without that program the ping is 190mms on the 2 closest servers. I see many people having this problem, what is causing this extreme lag on all servers?

I have a hardware firewall through my router that came with my ISP, I left that turned on.

As it turns out my internet security program has a software firewall and I also had windows firewall turned on, I turned the windows firewall off and it seems to have fixed the issue.

Hope that helps, perhaps you have two software firewalls running as well?
Mmm I'll check that! I'm not playing in this exact moment but when I reconnect I will see to that, you may be right. Or maybe I will need to call my isp, sigh...
