Stun + Crit mechanics

I was thinking about a crafting a build involving Death's Hand's chance to gain a power charge on stun when I decided to test the mechanics. I went to a1 normal wearing Voll's Protector (Power Charge on Crit) and a melee skill linked with endurance charge on melee stun.

Since I one-hit every mob in that area and 'Dealing at least 50% of maximum life will always stun', I should gain an endurance charge on every hit and if I crit I should gain a power charge as well. However, on each hit I either gained an endurance charge or a power charge but never both.

Does this mean that critical strikes can't stun? Or was there an error in my test setup?

Edit: The wiki page on stun doesn't mention any interaction with critical strikes

Were you dealing Cold Damage? I believe you currently cannot Stun enemies that are Frozen

EDIT: So, you can Stun enemies that are Frozen, but not in the same hit (so you can't Freeze and Stun in the same hit and it appears that Freeze was taking priority there)

It's not possible to stun and freeze on the same hit. Once they're frozen, they can be stunned, and Roman was confirming this did work as intended.
