eye of innocence with ghost reaver and RF

Hey all
I got an eye of innocence thinking it would be perfect for my low life rf cwc build. I had thought I would always be ignited from RF, and with ghost reaver I could benefit from the leech. However, I dont seem to be leeching as I expected. Can anyone help me figure out what is going wrong? I'm using scorching ray CWC flame surge/firestorm, and my es is only coming back through regen, not leech. Is there an interaction I'm missing?
