[Suggestion] Maybe a recipe to upgrade base item?

Farming for immediate item upgrades that are surely discarded at end game is pretty dull and no one does it unless forced to. I suggest adding vendor recipes to upgrade weapon/shield/hat/shirt/gloves/shoes to the next tier of the same item class, retaining their item level and every existing mods. Later on they can also be used to make items with good mod but happen to be on low tier more useful. For example: Freezing Crude Bow -> Freezing Short Bow. To prevent exploitative farming, these recipes should get more expensive down the tiers. Tentatively I propose:

Act 1 items: 1 aug. Ex: Crude Bow -> Short Bow
Act 2 items: 1 aug + 1 alc. Ex: Death Bow -> Grove Bow
Act 3 items: 1 aug + 1 alc + 1 regal. Ex: Decimation Bow -> Thicket Bow

Adding a scouring to any of the recipes downgrade the item instead.

Your argument is invalid. The whole orb repository is to reroll certain aspects of items. It's already part of the game. Dont like rerolling? Play D1. Yes, D1! Even D2 has relatively deterministic crafting.

I actually was thinking about the very same suggestion a few hours ago. Glad to see someone already came up with it. Would love such a recipe. I do think it fits perfectly to the game's mechanics.
i did post a similar idea, olthought i was using gems as resources, mostly to create a gem sink.

5 gems with lv requirement of 20-40 = 1 basic upgrade orb
1 basic upgrade orb + item of lv 30 or lower = next tier item with same afixes

5 gems with lv requirement of 41-60 = 1 upgrade orb
1 upgrade orb + item of lv 50 or lower = next tier item with same afixes

5 gems with lv requirement of 61+ = 1 superior upgrade orb
1 superior upgrade orb + item of lv 70 or lower = next tier item with same afixes

anyway i do think that an upgrade orb is needed, blowing loads of orbs in an item that by the time one finish crafting it becomes obsolete due to finding better base items sucks.

I would not be too worried about "blowing loads of orbs" because equipment progression is tiered about 5 levels each. Aside from the first few levels that's couple hours already. Assuming upgrading (rare) is roughly twice the price of buying (blue) from vendors, it's well worth the trouble. Certainly better then giving up the single <superior upgrade orb here> one found for an item to be thrown away 15 levels later anyway.

Moreover, finding decent rares that work with one's build isnt all that common because there arent that many useful modifiers per build. More often then not a naturally progressing character of mine end up having to replace rares with magics after using the same item for 2-3 tiers unless I decide to commit on farming intermediate upgrades. And that is exactly what this suggestion hope to alleviate.

I really like this idea. I was a huge fan of the cube recipes in D2: LOD that allowed you to upgrade base items. For example:

I currently own the Reaper's Persuit Unique. I like this unique item as it provides what I want currently, and When I get to end game, the farming capabilities of it are nice. I would really like to see recipes that allow me to scale a set of items with my character that suit my unique play style as I grow in the game. I think it would provide a good currency sink and possibly tie in the community's growing want for a gem sink as well.

This recipe or even a new recipe would allow for a character to increase the item level of a said item as well. This would allow for people to open up new pools of possibilities with re rolling stats on items.
