The Anvil Amulet Change vs Greed's Embrace

Hi, so both of these items had movement penalty mod:

With 2.6.0 the anvil movement penalty is removed although greed's embrace still has it. I was wondering why so much hate towards this armor and isn't it kinda unfrair? I'm happy that at least something has got this annoying mod removed but if you guys at GGG change The Anvil maybe it's finally time to bring Greed's Embrace so to say on par? It is a strange comparison I know and these 2 items have nothing in common but since I see that there are improvements towards this mod on some items it would be nice to remove this mod on others too. Was really hoping to see changes to the armor but it seems not at this time :( .

I sort of think of the movement speed as the cost for getting the iiq and iir on that chest piece. Otherwise it doesn't have a really strong downside to getting more and better items if you're running low-mid tier maps.
