Map Tier drop question

This is a thougt experiment that I've come to when I started shaping my atlas.

If you were to not/uncomplete all maps of a tier or multiple tiers, what happens to drops?
Lets say you run a Tier 10 map and the system rolls a drop to be a Tier 7 map.
You have no Tier 7 map completed and there is no Tier 7 connected to the Tier 10 map.
What happens to that drop?
Is it simply deleted/ doesn't happen, is it rolled down to the highest Tier lower than 7 that you have completed (or 1 as baseline), is the Tier rerandomized?
Or is you not having completed Tier 7 taken into account at the original rolling?

According to a video Norse made about Atlas shaping, it looks like the map will drop as the next tier DOWN that has an available map.
