Add option to turn off/reduce on-hit blood and gore etc

I feel as though some FPS issues may be reduced if the on-hit effects could be toned down. I'm using Bringer of Rain which has the Extra Gore effect and when I hit a lot of enemies all at once the game slows down. Breaches are most greatly affected by this, especially Esh breaches which have lots of other graphical effects going on.
