Sibyl's Lament

Hi, i'm trying Sibyl lament in reflect maps but it doesn't seems to be working.
In a 18% elemental reflect it should make me take no damage or 70% of that reflected damage?
I see only the reduced rarity in skill tooltip, no reduced reflect even if i put it in the right slot.

You still take 70% of the reflected damage. You can further reduce that with fortify though if your build has access to it.

I'm using the fortify support on cyclone. This ring isn't enough because i still die in 1 or 2 seconds of fight.
