It's because it is not related to texture quality at all...
There are mainly 2 things that cause severe frame-lag in POE, and both are related to the same thing:
1.) Skills causing multiple skill effects to go off at once, say Herald of Ice explosions covering the screen
2.) Skills causing multiple recalculations that in turn cause multiple recalculations, say Herald of Ice explosions chaining into other HoI explosions, or say chaos explosions from the Obliteration wand, or SrS moving in or out of auras. This causes massive recalculations on the servers, and they just can't keep up, and you lag.
There are other things too, but Breaches are clearly causing both of these issues with the right skills...
Well ok why don't they make an option to disable these effects so we can run the game smoothly at max FPS without these deadly FPS drops..?

You cant. Because it is the skills themselves that proc and do the calculations. Even if you could not display the effects. The processing is still taking place.

I imagine the upcoming update will alleviate some of the performance issues. Instead of the CPU processing "draw calls" 1-by-1 which becomes a horrible performance draining mess during excessive skill visuals & effects as well as when there are a large number of corpses and shadows, the CPU will be able to multi-thread the "draw calls" and process multiple simultaneously. This will nearly halve the work load on a Dual Core CPU and nearly quarter it on a Quad Core CPU.
Draw Calls are a massive performance bottle neck that even AAA publisher games have to tackle. This issue is probably on par (performance wise) with the video rendering thread being single-threaded (which isn't an issue anymore).
Draw Call multi-threading will dramatically improve the CPU performance. Multi-threaded graphics rendering has dramatically improved the video card performance (video cards have been extremely oriented towards multi-threaded work loads since at least the Nvidia Geforce 8000 series of video cards).
