help me identify a build/guide creator!

sorry if this is the wrong place to ask, but i forgot the name of a build/guide creator.
he separates his guide sections by using an image of a blue/white CAMERA inside a circle. he's a streamer too, iirc. the camera/circle is an icon/simple drawing with some blur/glow. can someone please help me identify this person? yes, very close, but he used a CCTV type of CAMERA instead of that arcane symbol!
