How to craft +3 fire staff blood magic

Just as title says how do i got about this what is my next step with the staff i know the whole mulit mod part but i have a staff with 1 mod is there a trick?

Yet it is possible to get what you want, it would just be more expensive. Remember, suffering is convenient.
