Can't change mind on Bandits before turn-in?

Not talking about the 20 Regret book.

I'm currently on the quest, and I had previously killed Kraityn and Alira, leaving Oak alive. Talking to Oak gave me an option to either kill him, or help him.

Since I want to get Alira's passive, I chose to kill Oak. Upon returning to Alira, she's just stuck on the aggro dialogue, and I can't undo my previous decision to kill her.

I've tried dropping Alira's amulet from inventory, and I've tried resetting the zone a few times. None of this seems to reset her.

Yup, you're out of luck. I'm not entirely sure why the developers make you lock it in like this, probably easier to code.

Your only option is to go to town, talk to Eramir, and get your +1 skill point.

(Of course there is the 20 regret option and rerolling option as well :p)

After you've chosen to kill a bandit, you're stuck with that decision. Your only recourse is the book.

If you're making a new character, it may be easier to just start over rather than spend the 20 regrets.

I'll just take the +1 skill point for now. Missing 10% resists will be fine for a while.
But 10% resists is the Normal Kraityn award; Alira never grants resistances :)

I'm imagine it's for story reasons. If you choose to kill a bandit lord, from storyline perspective they're dead and nothing you do will bring them back. But if you left them alive, you can still betray them and kill them instead.

Always plan your bandits ahead of time.

That's Kraityn reward. Normal Alira gives mana.
