Precinct map - only one Rogue exile boss

Not sure if this is a bug or working as intended. I just ran a Precinct map, and there was only one rogue exile boss, Damon Tui. Ran it pre patch several times and there was always three though i think there can be more, so maybe there can be less and working as intended. If WaI, bit underwhelming to get only one boss.
