Cannot purchase Phoenix Support Pack in-game

I currently have $455 on my steam wallet, and want to use it to buy the Phoenix supporter pack. However after I fill out the requested information on the "Buy" screen (name/address/etc) and click continue, it says "Steam purchase failed". What it doesn't fail on though is if I try to buy points flat out, or the Minotaur supporter pack, it will bring up the steam wallet like normal. Any supporter pack after that results in "Steam purchase failed".

Im having the same issue , got 410 euros in my wallet and as i click the buy button for the phoenix pack it just says 'steam purchase failed', id really like to buy it now since i added the funds to my steam wallet, also sent an email to support 30 mins ago i hope someone gets back to me asap.
