You forgot to post what you think is a bug. If you're going to say that you don't get 2 armourer's scraps for vendoring items that add up to 80% quality, then it's not a bug. There is no 80% quality recipe. Only a 40% quality recipe.

Also, for what it's worth there is no 20% recipe for magic/higher rarity items that will vendor to obtain a scrap/whetstone/bauble. The single 20% item recipes only apply to normal items. A 20% quality magic item can still be included in a 40% recipe, of course.
