Does Pious Path turn Righteous Fire off?

No.
The elemental status effect you are thinking of is called Ignite. RF does not apply Ignite to you, it applies a buff which has a component in it consisting of Burning Damage. I got confused when first learning this stuff, but in PoE, Burning and Ignite are not synonyms. There are multiple ways to cause Burning, one of which is Ignite. RF is Burning, but is not Ignite.
