Item Rarity Gem Not Working

So, sometimes when I socket Item Rarity Support, my Misc tab updates and sometimes it doesn't. Following are two screen shots. One shows before socketing and one after socketing. Rarity stays at 118%. However, sometimes it changes to 170% when I socket, like it should.

Due to screenshots you were checking Misc stats of your Default Attack. You should check stats of the skill supported by Item Rarity gem. The bonus applies only to skill it's linked to.
