Portal sound

Can portal sounds be part of ambient sound setting? They are so loud now since this patch (there's been complaints pre-patch as well) and if I lower my "sound effects volume" I can't hear the important stuff.

Edit: Seems to only be louder when in a hideout or town. When in zones or maps it's not so loud.
