It doesn't work like that, you will hit the enemy with both damage types at the same time.

The charges define the damage the skill does but it happens instantly, as such after you discharge with power & endurance charges it will count as being hit by both fire & lightning and will apply EE according to that.

Hi, i used EE with my moltener before, and it works like a charm, especially with conductivity and lightning pen.

Now i'm using cyclone + RF, just trying things, and I respec'ed EE. My question is, does RF damage can be counted as fire damage to proc EE, or i just have to add another fire/cold damage through other means.?

Elemental Equilibrium is an on-Hit effect and RF does not Hit. As such if you are looking to maximize RF damage all you need to do is Hit your enemy with Lightning or Cold damage every 4 seconds or so; whether or not they are burning from RF does not affect their EE status.

EDIT: I may have misread - if you are looking to use RF+EE to boost other elements (ie Discharge), it will not work at all, for same reason as above.
