[PHC] One of the better wands in the league maybe? I wouldn't know

There's very few items like it for sale (I only saw one wand and one dagger that were comparable), at least that I see, and they're only listed for a few exalt. Hardly enough to go off of. Something like this I'd try to sell for a mountain of ex on standard, but I was curious what it'd fetch on a HC temp league. Any ballpark estimates?
