Jewel - 15% increased Weapon Critical Strike Chance while Dual Wielding - providing spell crit

I have a jewel with this stat:
15% increased Weapon Critical Strike Chance while Dual Wielding

It is also increasing the Critical Strike Chance of all my spells. From the wording I don't think it should be doing that. If this is the correct behavior then the wording is confusing me.
