Saboteur: Demolition Specialist vs Explosive Expert

Someone help me out here, I'm clearly missing something.
Why do all of the knowledgeable build creators keep taking Explosive Expert over Demolition Specialist? It makes sense if you're a PURE trap user, but for those that are taking advantage of the AoE increase from Bomb Specialist, why would you not move into Demo Specialist to take advantage of the mine perks and also the flat 20% damage increase after detonating a mine? The 8% penetration is extremly strong, 20% increased damage on top of the 400+% dmg you already have on tree+gear doesn't do much.
