Eyes of the Great Wolf not Working???

I just bought an Eyes of the Great Wolf Talisman which has 14% IIQ on it, so with the double implicit it should be 28%, and when I put it on my IIQ only went up the 14%. Is there a bug with it not showing up correctly in the Misc Tab of the character sheet?

The implicits are already shown on the item as doubled. The stat you see is what you're meant to get, not double that again.
