The ultimate passive build test

Confusing title, I know,
But think about it: If you were given unlimited passive skill points, wouldn't that prove which build is the best? You would need to have access to a item generator too though, to make the bis gear with perfect rolls. After that you could quickly tell if build X is better than Y in general. Can't we have a test realm with one char who has enough skill points to take every single node? Let us have some fun science time... "Im smartest. Your stoped. Dael wiht it."
