Build Idea for the new Chaos skill Wither

The build idea is to be a damage of time slowing chaos build
So it uses things such as Wither, Temp Chains, the new Sceptre Singularity, and Abyssal Cry

The build idea which will change a little bit in which it will be changed to the Shadow class because of the fact it probably would fit better there when the reworks happen.
Items that I will use in the build are Carcass Jack, Alpha's Howl, and Conquer’s Efficiency
Alpha's Howl, and Conquer’s Efficiency are to be used so all of the auras can be done and the ES from Carcass Jack are turned into the mana of the build using EB.


The links would be as such

6 Link - Wither, Inc. AoE, Rapid Decay, Void Manipulation, Controlled Destruction, Increased Duration
3 Link - Abyssal cry, Inc AoE, and Increased Duration
¾ Link - Clarity, Enlightenment(lv2 Minimum), and Arctic armour, also Whirling Blades
3 Link - Blasphemy, Temporal Chains, and Vulnerability
4 Link - CWDT, Immortal Call, Increased Duration, and Flame Golem
4 Link - Vaal Spark, Increased Duration, Fork, and Culling Strike

And something I am a little stuck on with the build is to use 2 of the new Sceptre or to use A Mutewind Sheild for Abyssal cry.

Sorry if this is short for a build idea but what do you guys think could it work?
