[Tempest] Power Siphon Freeze

So I'm just starting out in the tempest league after only playing for a few months years ago. I had an idea for a wand build that freezes enemies often. Right now all I have is the skill tree but I'll update this as my build progresses. I'm hoping to get some advice for changes to the skill tree I have created so far and gem suggestions. Thanks! Instead of Cold/Light damage in the Shadow I would think the Proj damage below it is probably better, less points, same damage basically. Also you'll need more life, aim for 150-160% if not more.
