Marooned mariner reward bug

I joined a public party then I joined an instance on shipment graveyard and there was a player who was NOT in my party busy killing the captain.

I joined in and killed him (I did not have allflame)and spoke to bestel and my quest state has changed to completed, but i did not get the passive point reward.

I tried to do a fresh instances on caves but the girl's corpse does not drop flames and the
captain is nowhere to be found

Is there a way to reset the quest?
