I noticed on the Taiwan skilltree that the total of skillpoints have been set to 123 instead of 120. Which quest grants me the new skill point?

If I remember correctly - there is a quest rewarded by skill book, given by that monk-like guy sitting near Portal in Highgate, and it involves going into mines and "freeing" a captured spirit.
