Can't bound key - can't use Dvorak layout

I can't bound '.' (dot) key to 'Use bound skill 6'. Which means that I can't use Dvorak keyboard layout and have to switch US/Dvorak every time I want to chat and it slows down game play while chatting time to time. Same problem with keys like backspace, numpad /*-+. Some games do not care about keyboard layout. Setting 'use_bound_skill8=46' in production_Config.ini sets skill 8 to 'Delete' which is weird since 'Delete' has ASCII 127, 46 is ASCII for '.'
